Climate Resilience and Adaptation Funding Toolbox
The Climate Resilience and Adaptation Funding Toolbox (CRAFT) was created to support technical assistance providers working with states, tribes, communities, NGOs, academia, and others looking to make sure investments are resilient to climate-related impacts. The materials contained in CRAFT can help potential funding applicants learn about and secure financial support for climate-smart investments, particularly communities that are just getting started and have historically been unable to access federal dollars. These resources may also help to reduce the administrative burden on EPA’s funding applicants and recipients as they develop, apply for and implement their projects with climate change in mind.

EJ Thriving Communities Technical Assistance Programs
Reminder: EPA has 18 Environmental Justice Thriving Communities Technical Assistance Centers (EJ TCTACs) to help underserved and overburdened communities across the country. Each of the technical assistance centers has received funding to remove barriers and improve accessibility for communities with environmental justice concerns. These centers are providing training and other assistance to build capacity for navigating federal grant application systems, developing strong grant proposals, and effectively managing grant funding. In addition, these centers also provide guidance on community engagement, meeting facilitation, translation, and interpretation services for limited English-speaking participants. Each of the technical assistance centers creates and manages communication channels to ensure all communities have direct access to resources and information.

Incident Response Guide for the Water and Wastewater Sector
With contributions from 25+ Water and Wastewater (WWS) Sector organizations spanning private industry, nonprofit, and government this joint guide, this guide provides incident response best practices and information on federal resources. The WWS Sector has been impacted by various cyber events, including unauthorized access, and ransomware. Continued compromises or failures of the WWS Sector could cause cascading impacts across critical infrastructure. The guide outlines how water utility owners and operators can expect to work with federal partners as they prepare for, respond to, and mitigate the impact of a cyber incident. This guide aims to enhance WWS Sector cybersecurity by:
- Establishing clear guidance for reporting cyber incidents,
- Connecting utilities with available cybersecurity resources, services, and no-cost trainings,
- Empowering utilities to build a strong cybersecurity baseline to improve cyber resilience and cyber hygiene, and
- Encouraging utilities to integrate into their local cyber communities.

Incident Response Guide: Water and Wastewater Sector
Funding Opportunity: DOI WaterSMART Grant Program
Through WaterSMART, the Bureau of Reclamation (Reclamation) leverages Federal and non-Federal funding to work cooperatively with states, tribes, and local entities as they plan for and implement actions to increase water supply reliability through investments in existing infrastructure and attention to local water conflicts. 2025 State Summit for Water Reuse
Date: March 19, 2025
Venue: JW Marriott Tampa Water Street
ACWA will host the 2025 State Summit on Water Reuse on Wednesday, March 19, 2025 in Tampa, FL. State Summits on Water Reuse provide state regulators with a forum to share and learn about a range of water reuse issues, network with state colleagues, and coordinate with representatives from select federal agencies. The Summit’s Agenda (still in development) will aim to support states developing reuse regulations or programs, foster learning for states experiencing new or changing drivers for reuse, and support related initiatives such as the National Water Reuse Action Plan. This year’s Summit will, once again, take place in conjunction with the WateReuse Association’s Annual Symposium.
The State Summit on Water Reuse is hosted by ACWA in partnership with the Association of State Drinking Water Administrators, the Association of State and Territorial Health Officials, the Environmental Council of States, and the Ground Water Protection Council, U.S. EPA, and the WateReuse Association.

Feasibility Workgroup Leader

This position will lead a team that provides information, scientific analysis, and policy and regulatory recommendation services to the Water Quality Control Commission (WQCC). The unit’s work includes researching and analyzing complex water quality topics to support the development, implementation, and review of water quality standards variances, consistent with the federal Clean Water Act and Colorado Water Quality Control Act. This includes researching water/wastewater treatment technologies, assessing the cost and effectiveness of these technologies, developing alternatives analyses based on this information, and evaluating technological, economic, and environmental feasibility of alternatives.
Standards variance and feasibility work is focused on small, rural, and disadvantaged or disproportionately impacted communities, and holistically considers health equity and environmental justice principles. This unit also provides technical assistance and support to the WQCD and other agencies, develops standards implementation guidance, and assists other department programs implementing water quality standards.

Environmental Analyst (Septic System Replacement Coordinator)

The Interstate Environmental Commission is seeking an Environmental Analyst to provide overall coordination and management of a program that provides critical funding to New York State counties to assist homeowners with replacing inadequate septic systems that impair water quality. Funded by EPA’s Long Island Sound Office (LISO) Bipartisan Infrastructure Law pass-through funds, the program will supplement state and county funding to support additional Innovative Alternative On-Site Individual Wastewater Systems (I/A OWTS) systems in Nassau and Suffolk counties, which discharge into the Long Island Sound watershed.
The incumbent will oversee the maintenance of contracts and contract documents with NYSDEC, Nassau and Suffolk counties, review reimbursement requests from the counties, prepare quarterly invoices to NYSDEC, compile data to support program evaluation and track and prepare reporting requirement documents. The incumbent will also assist with outreach and communication efforts in conjunction with the counties to educate the public about the program, and support other IEC projects, as required.
The ideal candidate will hold a bachelor’s degree with at least 3 years technical or professional experience in an office setting. Proficiency with Excel, Quickbooks Online, exceptional organization skills and attention to detail, with a proven ability to multi-task and prioritize required. Experience with grant management, budgeting, and financial reporting preferred.
